Chief Serino began his career at Boston EMS in 1973 as an Emergency Medical
Technician. He was promoted to Paramedic in 1979, became Deputy Superintendent
in 1988 and Superintendent of Field Operations in 1993. Chief Serino became
responsible for all uniformed members of the Department in March of 1996 when
he was named Superintendent-in-Chief. Chief Serino began in his current
position, Chief of Department, in April of 2000. In this capacity he is responsible
for the oversight of all aspects of Boston EMS including Planning, Operations,
Administration and Finance, and Research, Training, and Quality Improvement.
Mr. Serino has worked
extensively with a multifarious group of federal agencies. As a member of
the US Attorneys' Anti-Terrorism Task Force, he has supported senior federal
law enforcement officials in their fight against terrorism at home and abroad.
Since 1998, he has been a member of the National Faculty for the Senior Officials'
Workshop on Domestic Preparedness. This workshop, a presentation of the Department
of Defense, has been delivered in over twenty cities and military facilities
across the nation. Additionally, since 1997, Mr. Serino has served as a Domestic
Preparedness Instructor/Trainer in Weapons of Mass Destruction Awareness,
Operations, and Incident Command.
In July 1995, Chief Serino
worked as a key member of the development team for the Metropolitan Medical
Strike Team (MMST), which eventually became the Metropolitan Medical Response
System (MMRS). In conjunction with the US Public Health Service, Office of
Emergency Preparedness, Mr. Serino played a major role in defining the design,
implementation, and operations of the MMRS - a program that has become the
national standard for disaster and crisis response systems across the nation.
Publicly recognizing
his lifetime dedication to the citizens of Boston, Mr. Serino was awarded
the 1996 Henry L. Shattuck Public Service Award - the City's highest honor
for contributions to public service.

Peter Moyer, MD, MPH, FACEP

Dr. Moyer is board certified in Internal Medicine and Emergency Medicine,
and has served with the men and women of Boston EMS since 1984.

Kathryn Brinsfield, MD, MPH, FACEP
Medical Director, Public Health Preparedness Office, BPHC and
Associate Medical Director, Boston EMS
Dr. Brinsfield is board certified in emergency medicine and was part of the
original development team that created what is now known as the MMRS. Dr.
Brinsfield is a practicing Emergency Medicine physician, and the Deputy Medical
Commander of the National Disaster Medical System's International Medical
and Surgical Response Team-East. In addition to these duties, she serves
as Associate Medical Director and Director of Research, Training, and Quality
Improvement at Boston EMS.

Sophia Dyer, MD, FACEP
Assistant Director of Research, Training, and Quality Improvement and
Assistant Medical Director, Boston EMS
Dr. Dyer is a practicing Emergency Medicine physician, a toxicologist, and
Hazardous Materials Technician. She is board certified in Emergency Medicine
and is board eligible in Medical Toxicology. Dr. Dyer works with student
recruitment efforts and develops training programs for MMRS participants.

Captain Robert Y. Haley
Special Operations Division
Boston EMS
Robert Y. Haley has been an Emergency Medical Technician since 1978. After
10 years of field service as an EMT with Boston EMS, Captain Haley was transferred
to a position in the departments newly organized Special Operations Division.
This position provided a unique opportunity to acquire experience in the planning,
implementation, and evaluation of "out of the ordinary" operational
and tactical conditions in the pre-hospital EMS venue. Some examples of note
are the 100th Boston Marathon, three Sail Boston Tall Ships events and the
U.S.S. Constitution 200th birthday sail as principal medical planner. Captain
Haley also serves as event logistics officer for the annual 4th of July and
"First Night" events. Now, as the supervisor of the Special Operations
Division, his responsibilities include the planning for and operational command
of the departments Bicycle Defibrillation Team, Harbor Patrol Unit, Tactical
Response Unit, and Hazardous Materials Unit. He also maintains operational
authority over the departments technical rescue support, special event, and
VIP coverage assets and currently coordinates the departments anti and counter
terrorism activities. Past experience includes, co-chairing of the Metropolitan
Medical Response System (MMRS) Development Team for the U.S. Public Health
Service (PHS); and a curriculum development and National Faculty member of
the National Domestic Preparedness Program, verified to instruct the DOD /
DOJ Domestic Preparedness Curriculums. Recent experience includes faculty
assignments to the DOD Base Assessment Program, Dept. of Homeland Defense
"Operation Responder" development workshops and staff instructor
for the DelValle Emergency Response Training Institute of Boston. Captain
Haley is currently an Executive Board member of the National Disaster Medical
System (NDMS), MA-1 DMAT and IMSuRT East Teams with six deployments to national
and international disaster scenes.

Emily Gabriel, MPH
Senior Project Manager, MMRS
Boston EMS
Emily coordinates the Boston MMRS initiatives and programs. Emily received
her Masters in Public Health at Boston University
where she studied emergency preparedness during a Certificate Program on
Managing Disasters and Complex Humanitarian Emergencies.

Laura Williams, MPH
Deputy Chief of Staff
Boston EMS
Once the MMRS Coordinator, Laura now serves as Chief Serino's Deputy Chief
of Staff and remains actively involved in Boston MMRS activities. Laura has
put in tremendous work on the development of our Metro Boston Patient
Tracking System and continues to conduct trainings for our community
partners now that the system is near the end stages of development. She
received her Masters in Public Health at Boston University.
